What is the NDIS?

The National Disability Insurance Scheme (or NDIS) is a government-funded scheme in Australia that provides people with disability a wide range of supports, so they can live independently in the community. This includes things like help with daily activities, supported accommodation, personal care, 24/7 supervision, behaviour management plans, learning life skills, transport around the community, mobility equipment and home modifications.

The NDIS is all about choice and control for the participant. You work with your NDIS planner and providers to identify your goals, determine your supports, and ensure they are helping you reach those goals. You can also choose which companies or organisations provide you with your support services, and have a say in what that support looks like.

How do you access disability support on the Gold Coast?

Like the rest of Australia, disability services on the Gold Coast are available through the NDIS (the National Disability Insurance Scheme): a government-funded program that gives people with permanent disability access to quality services, so they can live as independently as possible. Some of the services you can access through the NDIS are personal care, behaviour support, dedicated health staff, domestic assistance, nursing care at home, allied health therapies, assistance services, respite care, transport, mobility equipment, and modifications to your home.

The NDIS is a person-centred scheme, which means that participants are exactly that: they participate in their support, and have choice and control over their services. They work with a support coordinator to create an NDIS plan, and partner with a provider of their choice, who delivers supports according to that plan. Participants also work with their provider to review their plan and ensure it continues to meet their needs over time.

The NDIS has several mechanisms in place to ensure disability services for participants are safe and of high quality:

  • All disability service providers who wish to provide services under the NDIS must be registered with the NDIS Quality and Safeguards Commission (the NDIS Commission). The NDIS Commission is responsible for ensuring that registered providers meet certain quality standards and comply with relevant laws and regulations.
  • Participants can choose their own providers, decide on the type and frequency of services they receive, and have a say in the development of their individual support plans.
  • Support plans are reviewed regularly to ensure that they remain relevant and effective in meeting the participant’s needs. Reviews may be initiated by the participant, their support coordinator, or the NDIS.
  • The NDIS has several ways that participants can provide feedback or make complaints about the services they receive. This includes the NDIS Commission’s complaints process, which allows participants to make complaints about registered providers.
  • The NDIS Commission conducts regular monitoring and compliance activities to ensure that providers are meeting their obligations under the NDIS. This includes site visits, audits, and investigations. Providers who do not meet the required standards may be subject to enforcement action, such as suspension or cancellation of their registration.

You might be eligible for NDIS funding if you:

  • Are younger than 65 when you apply
  • Live in Australia, are an Australian citizen or a permanent resident, or have a Protected Special Category Visa
  • Have a disability caused by an impairment, which is a loss or significant change in your body’s function, structure, or in how you think and learn
  • Have an impairment that substantially reduces your functional capacity to do one or more daily life activities. These activities include moving around, communicating, socialising, learning, undertaking self-care, or self-management tasks.
  • Are likely to need NDIS supports your whole life
  • Are a child younger than 6 with a developmental delay

To find out if you are eligible, you can look at the access checklist that is available on the NDIS website. You’ll be asked a series of questions about your disability and the support you require. Based on your responses, the checklist will be able to indicate whether you might be eligible for the NDIS. If you think you might be eligible, you can make an application to become an NDIS participant.   • get in touch – once you have narrowed down your list to a few providers, get in touch to ask any questions you may have and to schedule an initial consultation. During the consultation, you can discuss your needs and goals and determine if the provider is a good fit for you.

NDIS Supported Independent Living (known as SIL) is an NDIS support that helps people high support needs to live independently in their own home or a shared home environment. It includes assistance with daily living activities, such as cooking, cleaning, personal hygiene, managing medication, budgeting, mobility transportation, social activities, for people with disability, and access to education and employment opportunities.

SIL funding doesn’t cover the cost of accommodation or rent, and it is separate from SDA funding. While SDA provides a supported home to live in, SIL funds the services a person receives while living in their home.

An support worker is a professional who provides support and assistance to people with a disability, or NDIS participants. They help people with a disability achieve their goals and increase their independence by providing practical and emotional support in their daily lives. The Australian Government has announced significant changes to the aged care system introducing the Support at Home program set to commence on 1 July 2025. This initiative aims to enhance support for older Australians enabling them to remain in their homes longer and receive more personalised care.

Key Features of the Support at Home Program:

• Reduced Wait Times: The program will shorten the waiting period for in-home aged care services ensuring timely assistance for those in need.

• Tailored Support Levels: Support at Home introduces eight levels of ongoing care replacing the previous four, to better match individual needs.

• No Caps on Cleaning and Gardening: Unlike previous programs there will be no annual caps on cleaning and gardening services allowing for more comprehensive support.

• Care Management Cap: A 10% cap on care management costs will remain in place to maintain affordability.

• Assistive Technology Access: The program will expedite access to assistive devices like walkers and wheelchairs enhancing mobility and independence.

• Increased Support Funding: The maximum support level will rise from $61,000 to $78,000, providing more resources for those with complex needs.

• Restorative and Allied Health Services: There will be a temporary funding boost for restorative and allied health services, aiding recovery and well-being.

• Palliative Care Support: The program includes provisions for palliative care allowing older Australians to spend their final weeks at home surrounded by loved ones.

Staged Implementation of Price Caps:

Price caps on services will be phased in starting from 1 July 2026. For the first year providers will continue to set their own prices similar to the current Home Care Packages program. In early 2025, consultations will be held with older people, advocates, families, carers and the sector to ensure fair pricing and robust consumer protections during this transition.

No Worse Off Principle:

To protect existing Home Care Package recipients, the government has introduced the “No Worse Off” principle:

• Grandfathering: Individuals approved for a Home Care Package as of 12 September 2024 will transition to the new system without financial disadvantage.

• Fee Structure: If you were a full-rate pensioner paying no fees under your Home Care Package as of 12 September 2024, you will continue to pay no fees under Support at Home. If you were required to pay fees, you will pay the same or less under the new program.

What an incredible way to wrap up the year! Yesterday Home Caring proudly co-hosted the Merry & Mingle event alongside our NSW RM Zoë and Hannah from the Connector Co team and it was nothing short of inspiring. Together we raised an incredible $1,300 for Lou’s Place, supporting women in need this festive season. This means around 20 women will receive vital support over Christmas—what a gift to be part of something so meaningful! The energy in the room was contagious and the heartfelt insights shared by Chris Mahoney from CM Wellness and Amy Dillon from Mynd & Me left us feeling empowered and inspired. Chris’s breathwork session reminded us all of the importance of mindfulness especially during this busy holiday period.

It was also truly special to see so many familiar faces from across our Home Caring network with teams from Baulkham Hills, Sutherland Shire and Campbelltown coming together to show their support. The sense of community, compassion and connection in the room was a testament to the incredible people we work alongside every day. A huge thank you to everyone who attended, supported and donated - your generosity will leave a lasting impact 🩵
