What is a Home Care Package?

In Australia, a Home Care Package is a package of supports that help you stay safe and well while you’re living at home. It can include services such as help with the housework and grocery shopping, transport to appointments, wound care, meal services, getting a mobility aid such as a motorised scooter, or podiatry and other allied health services.

Home Care Packages are provided by a care provider that is approved by the government as delivering safe, professional support. The government funds the cost of a Home Care Package, so that all older people can have access to quality home care support. You might have to contribute a certain amount towards your services, depending on your financial situation. If you’d like to estimate what this fee would be before applying for a Home Care Package, you can do so using the fee estimator tool on the My Aged Care website.

Frequently Asked Questions

How much does a Home Care Package cost?

The cost of a Home Care Package is mostly subsidised by the Australian Government, which makes accessing home care services possible for all Australians. Some recipients, though, may be required to contribute to the cost of their care services based on their financial situation. This contribution, called an income tested care fee, is determined through an income assessment conducted by the Services Australia or the Department of Veterans’ Affairs.

Keep in mind that there are annual and lifetime caps on the amount you may be asked to contribute, and fee waivers or reductions may be available for those experiencing financial hardship. Your provider might also charge additional fees on top of your Home Care Package funding, so make sure you ask about any fees that come with your care.

Home Caring provides affordable, high quality Home Care Packages in Bundaberg to help seniors live independently at home. Our packages are personalised to your unique needs, so you can get the help you need for daily life. To learn out more about our aged care services, please get in touch with our aged care support team.

Home Care Packages are for people in Australia over the age of 65 (50 for Aboriginal and Torres Strait Islander people). You might be eligible for a Home Care Package if:

  • You’ve observed a change in what you can do or remember
  • You have been diagnosed with a medical condition or reduced mobility
  • Your family care arrangements have changed
  • You’ve had a recent fall or admission into hospital.

If you think you might be eligible for a Home Care Package, the next step is to apply for an ACAT assessment. This is conducted by an Aged Care Assessment Team member who visits you at home, and talks to you about your health, capabilities, what you’re struggling with, and what type of aged care services might suit you best. You can apply for an ACAT assessment by calling 1800 200 422 or by visiting the My Aged Care website and filling out the online application form.

Yes, higher levels of Home Care Packages are available for people who have been diagnosed with dementia, or who have other complex care needs. These higher-need packages are designed to provide specialised support tailored to the recipient’s condition and circumstances. Services may include dementia-specific care, nursing services, allied health services (e.g. physiotherapy, speech therapy and swallowing assistance, dietetics, podiatry and occupational therapy), respite care to give family carers a break, and support for activities of daily living.

If you have dementia or other complex conditions, it’s important to take the time to discuss your specific needs with your assessor during the assessment process, so they can make sure you receive the appropriate level of support through your Home Care Package.

Temporary leave is when a Home Care Package recipient stops receiving their services for a while. It’s also called suspension of home care services. You can take leave from your package for any reason, including a hospital stay, transition care after a hospital stay, or temporary residential respite.

This means that if you need to go into hospital or require temporary residential care, your Home Care Package can be placed on hold for up to 28 days in a row, per financial year, without affecting your funding. During this time, you can arrange for alternative care arrangements, such as short-term residential respite care.

Home Care Packages are categorised into four levels, ranging from basic care to support for people with high care needs.

Home Care Package Level 1 in Bundaberg – this is for older people who can get by with a small amount of support, such as help with the housework, transport to activities, and some social supports. The idea is to provide assistance so you can age well at home and continue with daily life activities.

Home Care Package Level 2 in Bundaberg – this provides more funding compared to a basic level 1 package, and includes things like personal care, nursing services, therapies (e.g. physiotherapy), social engagement and some independent living aids.

Home Care Package Level 3 in Bundaberg – this is for seniors who have intermediate care needs, such as nursing services, specialised equipment, mobility aids (e.g. a wheelchair or mobility scooter), or respite care to give their primary carers a break.

Home Care Package Level 4 in Bundaberg – this top-level support is suitable for elderly people who have high care needs. It provides services such as nursing care, clinical support, help for people with complex and post-operative care needs, allied health therapies, care for complex needs, 24-hour care, palliative care and more.

Home Caring provides all levels of personalised home care, from a level 3 Home Care Package in Bundaberg to a Level 4 Home Care Package in Bundaberg. To find out more, please get in touch with our customer support team to talk about your unique needs.

Yes, you can receive a Home Care Package in addition to other government-funded support, such as the Age Pension or Disability Support Pension. The funding you receive won’t affect your pension because it doesn’t count as a type of income. It’s also worth noting that full pensioners don’t have to pay an income tested care fee.

Need a level 3 aged care package in Bundaberg, or a level 4 aged care package in Bundaberg? Home Caring provides flexible, high quality aged care at home so you can get the support you need – when you need it. With a high calibre team of carers, Registered Nurses and aged care professionals, we’re available to provide assistance with daily living that you can trust. If you aren’t satisfied with the services provided by your Home Care Package provider, it’s important to raise your concerns with them as soon as possible. Most providers have formal complaints processes in place to address client feedback and resolve issues effectively. You can speak to your care coordinator or case manager about your concerns, or you can contact the provider’s management team directly.

If you feel that your concerns have not been addressed or resolved in a satisfactory way, you have the right to ask for a transfer to a different provider, or escalate your complaint to the Aged Care Quality and Safety Commission for further investigation.

Home Caring provides all Home Care Package levels in Bundaberg, to a high quality standard. Yes, your Home Care Package funding can be used to support a variety of social activities and outings that contribute to your overall wellbeing and enhance your quality of life.

Engaging in social interactions and participating in community events are important for maintaining mental and emotional health, reducing feelings of isolation, and nurturing a sense of connection with others. Your Home Care Package provider can work with you to incorporate these activities into your care plan, ensuring that your funding is allocated to support outings that match up with your interests, preferences, and goals. This could be attending social events, joining group outings organised by your provider or local community groups, or taking part in in hobbies and recreational activities you enjoy.

If you’d like to explore how your package can be used to help you engage socially with your community, your care coordinator or case manager can assist you in planning and arranging these experiences. Additionally, your provider can help you with transportation to and from social activities, making sure that you can access events and outings safely and conveniently.

Absolutely. You have the freedom to choose the Home Care Package provider that best meets your needs and preferences. After receiving approval for a package, it’s a good idea to take some time to do research and choose a provider that resonates with you. Remember that if you find that your current provider isn’t meeting your expectations, you can always opt to switch providers later on.

Things to consider when choosing a provider include range of services they offer and whether they meet your needs, their reputation for delivering high-quality care, their fee structure (including any additional costs that are on top of your basic daily fee or income tested fee), their availability in your local area, and whether you’re happy with their approach to care provision. It might be a good idea to reach out to multiple providers once you’ve received approval for a Home Care Package. This way, you can explore your options thoroughly and make an informed decision regarding who will oversee your Home Care Package.

The Australian Government has announced significant changes to the aged care system introducing the Support at Home program set to commence on 1 July 2025. This initiative aims to enhance support for older Australians enabling them to remain in their homes longer and receive more personalised care.

Key Features of the Support at Home Program:

• Reduced Wait Times: The program will shorten the waiting period for in-home aged care services ensuring timely assistance for those in need.

• Tailored Support Levels: Support at Home introduces eight levels of ongoing care replacing the previous four, to better match individual needs.

• No Caps on Cleaning and Gardening: Unlike previous programs there will be no annual caps on cleaning and gardening services allowing for more comprehensive support.

• Care Management Cap: A 10% cap on care management costs will remain in place to maintain affordability.

• Assistive Technology Access: The program will expedite access to assistive devices like walkers and wheelchairs enhancing mobility and independence.

• Increased Support Funding: The maximum support level will rise from $61,000 to $78,000, providing more resources for those with complex needs.

• Restorative and Allied Health Services: There will be a temporary funding boost for restorative and allied health services, aiding recovery and well-being.

• Palliative Care Support: The program includes provisions for palliative care allowing older Australians to spend their final weeks at home surrounded by loved ones.

Staged Implementation of Price Caps:

Price caps on services will be phased in starting from 1 July 2026. For the first year providers will continue to set their own prices similar to the current Home Care Packages program. In early 2025, consultations will be held with older people, advocates, families, carers and the sector to ensure fair pricing and robust consumer protections during this transition.

No Worse Off Principle:

To protect existing Home Care Package recipients, the government has introduced the “No Worse Off” principle:

• Grandfathering: Individuals approved for a Home Care Package as of 12 September 2024 will transition to the new system without financial disadvantage.

• Fee Structure: If you were a full-rate pensioner paying no fees under your Home Care Package as of 12 September 2024, you will continue to pay no fees under Support at Home. If you were required to pay fees, you will pay the same or less under the new program.

At Home Caring we are dedicated to supporting our older community members through these changes. We are committed to ensuring the financial safety and well-being of our clients providing personalised care that aligns with the new Support at Home program. Our team is here to assist you in navigating these updates, ensuring you receive the care and support you deserve. 🩵

What an incredible way to wrap up the year! Yesterday Home Caring proudly co-hosted the Merry & Mingle event alongside our NSW RM Zoë and Hannah from the Connector Co team and it was nothing short of inspiring. Together we raised an incredible $1,300 for Lou’s Place, supporting women in need this festive season. This means around 20 women will receive vital support over Christmas—what a gift to be part of something so meaningful! The energy in the room was contagious and the heartfelt insights shared by Chris Mahoney from CM Wellness and Amy Dillon from Mynd & Me left us feeling empowered and inspired. Chris’s breathwork session reminded us all of the importance of mindfulness especially during this busy holiday period.

It was also truly special to see so many familiar faces from across our Home Caring network with teams from Baulkham Hills, Sutherland Shire and Campbelltown coming together to show their support. The sense of community, compassion and connection in the room was a testament to the incredible people we work alongside every day. A huge thank you to everyone who attended, supported and donated - your generosity will leave a lasting impact 🩵
